Japan not aggressor nation WWII; Japanese Air Force Chief

Apparently, Japan was not an aggressor nation in the events leading up to Japan's takeover of much of Eastern Asia, because attacking Russia in the Russo-Japanese War (which led to the decimation of an entire Russian fleet, heralded Japan's rise to prominence, and Japan's increased sphere of influence in East Asia), and slowly annexing China through violence and surprise until open war erupted in 1937 was legal under international law. Additionally, Japan wasn't the aggressor in regards to the US getting involved in the Pacific theater. Apparently, the US tricked the Japanese... I guess by making the Japanese think Pearl Harbor was weak, barely defended, an easy target, and that the US wouldn't retaliate. Deceitful Americans, providing an easy target for peaceful Japan, and then claiming Japan started the war?
